Yes, this is a known race condition with the PHPLIB session code.  See the
FAQ; there is a patch you can apply to PHPLIB if you're using MySQL.

What version of Horde/IMP is exhibiting the problem?  We had added code in
Horde 1.2.3 that we thought would solve this...
