REPOST: [imp] Horde Always "configurable" even after secure.sh

This is a repost.  I've done absolutely fresh installs, and cannot get past
this erroneous message.  Interim steps, i.e., phplib setup are all
successful.

offered, even, for a solution.  I seem dead in the water at this point,
although IMP does
work if I go directly to login.php3.
