IMP doesn't need PHP-IMAP to work in any specific way.  If it's installed
and activated properly in a supported version of PHP
(http://horde.org/imp/2.2/supported.php), then IMP can make use of its
functions.  In this case, it sounds like it just isn't enabled - try
contacting
your network administrator and ask them?

If you do not control your server, and you cannot request that they add the 
imap extension to php, or the version that they provide is too old (see 
http://horde.org/imp/2.2/supported.php), then there is nothing that we can do 
to help you.
