That's correct.

Despite what Microsoft would like you to think, that's a single
(invalid) address, not three. The semicolon is not an address
separator in Internet mail; it's used to delimit group names, and is
ignored by mail transports.

One could do that, if one wanted to abandon Internet mail standards.

Support for group addressbook entries is available in Turba, which is
what the next version of IMP will use for its addressbooks.
