page_open problem

Ok,
    Before I start.... Yes, I've read everything that I can find on the =
problem, tried all the suggestions, read and reread the install docs.  =
phplib is installed as far as everything says.  the horde php test works =
fine, but when I try to use IMP, I get that wonderful ....   Fatal =
error: Call to undefined function: page_open() in =
/opt/horde/imp/index.php3 on line 15

I've just about gone mad with beating my head against the wall.... if =
anyone, has had a problem like this and fixed, please let me know....

Here's what I'm using....
RedHat 6.2
Apache 1.3.12
PHP 4.0.3pl1
MySQL 3.22.32
IMAP 2000a
Horde 1.2.3
IMP 2.2.3

from the php.ini file....
magic_quotes_gpc =3D Off
auto_prepend_file =3D /wwwbase/php/prepend.php3
include_path =3D '/wwwbase/php:.'

from prepend.php3....
$_PHPLIB["libdir"] =3D "/wwwbase/php/";
