page_open()

I am trying to setup IMP and have correctly (I believe) installed both IMP
and Horde.  However, when I try to run IMP I get an error that page_open()
is an undefined function.  I also get the same error for page_close when I
comment page_open() out.  I also couldn't find either function in any of
the included files or in imp/index.php3.   Does anyone know where I went
wrong and how I might be able to fix this?    Thank you in advance.
