There's been discussion of this on dev@horde.org, but it was decided that
to be done properly, it should wait until after the 2.4.x series is released
and stable.

It will probably involve a single unified Horde login, which will store
passwords for other accounts in a sort of 'keyring', such as for multiple
IMAP accounts, LDAP servers, database accounts, etc.  With this in place,
identity support should be pretty easy to add.
