You're right, INBOX is the exception.  Personally, I don't see this feature 
being that big of a deal; on the odd time I've had to do this -- which was 
to remove mail from a test account -- I just changed my messages per page 
to 999, and did some deleting.  :)
If this feature were to be in, I think the safest place for it would still 
be on the folder management menu.
