IMP can and does, but only one at a time, because that's all your
browser can handle. See horde/lang.php3, horde/imp/lang.php3, and the
locale/ directories underneath horde/ and horde/imp/.
You'll be able to set it up so that a customer can choose Russian when
he logs in and switch to Turkish halfway through a session, but you
won't be able to, for example, display the user interface in Russian
while reading Turkish mail.
