This isn't new; it's been that way since the new preferences system was put 
into place. The intention is to have preferences based more on Horde users; 
those will have to be unique anyway. Also, people have had problems with 2.2 
installations when they had to migrate server names, and suddenly all the prefs 
were invalid... It's not a clear-cut situation either way, though.
