[imp] "failed to include" messages in preferences

Ah-ha!  Thank you, that seemed to fix a couple of my problems (regarding
saving preferences).  I changed the conf.php file to point to horde_prefs
instead of user_webmail_prefs and now it seems to be saving preferences
properly... probably want to update the INSTALL doc to not mention the other
one...

You only need horde_prefs now.  user_webmail_prefs has been
deprecated.  We now keep all Horde preferences in one table.

Right.  I just removed the docs/DATABASE file.  It has really fallen
out of date.
