Welcome to the bleeding edge. :)

The auth table is probably left over from phplib, though one of the options for 
Horde authentication is sql.

The process for adding a user depends on what auth backend you are using. The 
current backends are LDAP, IMAP, SQL, FTP, and MCAL. For everything but sql, 
the process is straightforward - for instance, however you'd add an IMAP user. 
For sql, I need to document the table structure and write some admin stuff, but 
basically you add a row in a table with an encrypted password.

If you tell turba to allow_guests (in horde/config/registry.php), people 
without Horde accounts (or who simply haven't logged in to Horde) will be able 
to access sources that are configured as public.

You do not need to log in to horde to use IMP right now. This will become 
slightly more complicated when we have IMP use horde users to some extent, but 
we'll work around any kinks.
