[imp] IMP 2.3.x page boilerplate

Thanks.  I just want to have each page to check first for the current session, and the email address of the user logged in.  I need this in making a simple address book that accesses mysql, until Turba becomes tightly integrated into IMP as a full-blown contacts manager.
