Thanks for such a complete report!  It sounds like you've checked just
about everything.  The only thing I would add is to check your mail logs
to see if qpopper shows that IMP is trying to connect, and double-check
your imp/config/defaults.php3 to make sure the server name is set
correctly.

If the qpopper log doesn't show a connection attempt, you could even using
something like tcpdump to see if IMP is trying to connect to some other
server.
