No, we make one that works for as many people as possible. If you want
a specific feature which will cause problems for others, then that's
something you should be implementing as a local modification at your
site. 

(I'm not sure why you think making something work for a provider with
10000 people is bad; if it works with 10,000, it works with 20, but
the converse doesn't stand. Of *course* we want to make it work for
10,000 users. For what it's worth, I found IMP while looking for a
webmail solution for a community of about 25,000 people, although of
course not all of them use IMP simultaneously. There are larger
institutions, such as universities and the US Navy, which presumably
have equivalent or larger userbases, and a handful of ready-to-go
one-size-fits-all server software setups include IMP as well.)
