Check your sql logs, etc. You may also have an old database schema.

It's in the mail archives:
If you have the latest CVS code, edit your horde/config/registry.php file and
set IMP to be the Authentication controller for Horde. You should see to lines
that are commented out, uncomment them:
$this->registry['auth']['login'] = 'imp';
$this->registry['auth']['logout'] = 'imp';
