[imp] problem.php3

I fixed the below problem by extracting the problem.php3 and menu.inc from
the latest tarballs.  I had origionally upgraded them from patches 1.2.3
-> 1.2.4 (same for IMP) but it seems something went wrong there..

although must say the phone option is still there, but without any
<warning> in it this time.
