shared memory problems

i am having dificulties with shared memory store for session information. 
imp works fine for a while and then it stops giving message "Warning: not 
enough shared memory left in /var/www/phplib/ct_shm.inc on line 54" i tried 
increasing $shm_size to 256000 but it didn't work. restarting apache helps, 
but it still gives the same message above user's inbox list. i also tried to 
store sessions in files but it is not very well documented in phplib docs. i 
find many questions like this on the mailing list but without good answer. 
is there any general solutions to this?

please help, it is pretty urgent?
