The first problem is that version is ancient, and no longer supported.
Horde 1.2.x and IMP 2.2.x have been stable for quite some time (and even
they are about to be replaced).  You really need to get that version and
start from there.

That's likely a PHPLIB problem.  If you have that again with 2.2.x you can
check out the FAQ for some common reasons, and then the list can help you
if your question still hasn't been answered.
