[imp] handling semicolon separated addresses

It seems to happen in in 2.1.x and 2.2.x - currently encountering it with
IMP 2.2.6, 2.2.4, and Silkymail 1.0 (based on imp 2.1) and Silkymail 1.1b1
(based on 2.2).
I haven't tried it with 2.3.
Now if I could only get the apache module version of php to not eat my
krb4 ticket files, I'd be a really happy camper.
