the link 'Edit my filter rules', under the 'Filters' section in the
Options redirecets me to the Options page, altough I can see in the task
bar that I should normally redirect me to
domain.com/horde/imp/filters.php.

is this an option that I must set in the preferences ?

Check that php.ini is set up. Also in php.ini change the settings to log
to a file (fairly well commented in php). I choose /tmp/php.log as the file
but you can set it to anything. When I had a similar problem it was this log 
that told me exactly where I needed to look. Worth a shot.
