imp 2.3

Could someone perhaps help me? I have just downloaded and installed the
IMP 2.3 tarball. I followed all the instructions in the relevent READMEs
and INSTALLs. The test.php3 script runs fine and tells me everything is
well. However, when I request index.php3, I get the menu on the left and
the modules, but the rest of the frames are blank. I ran "sh
./install.sh", but then I get the following message: Please go to the top
level directory for your installation and run "sh ./install.sh"; this will
enable the configuration manager.

What am I doing wrong? What should the empty frames look like anyway? The
demo on horde.org does not use frames, it just has one login page.
