Attachments do not show up

I have searched the FAQs and the newsgroups and can not resolve this
issue.  IMP works fine other than the fact that I can not send
attachments.
I have set the upload_tmp_dir and it made no difference.
The temp directory, /var/tmp, is not full.
When I tried to send an e-mail from the IMP demo did it did the same
thing...no attachment.

Is this a bug in IMP 2.2.6?
