[imp] Bad things after 2.3.7snapshot install...

Well, I think I have debugged the problem down to MIME::decode causing some
problems.  I'm assuming I'm having an include problem somewhere.  My
installation tactic was simply to cvs horde to /horde on my webroot, cvs imp to
/horde/imp, rename all *.dist's in each config directory.

I'm sure I'm missing a step here...  Anyways, I'll keep looking.
