timeout

Hi,

all my users can't login: the reason "you were idle for too 
long .."

I read the FAQ about it: but i used pnp.ini-dist and verified 
the hosts.allow file and nothing
i read the log files of Sendmail ant nothing too!!

please help
i use: php4.0.6 mysql3.23.39 apache 1.3.20 horde1.2.6 and imp 
2.2.6
