[imp] filter - applying

How does one go about doing all of this? Can anyone
provide me any pointers on implementing this?

I have no problem including it as a drop-in Horde module - download it,
install 
it, tweak a few conf files, it works. I'm still hesitant about putting the
code 
directly into IMP. I've tried pretty hard to keep server-specific stuff out
of 
IMP.
