I have passed  test page, but how I start setup page?

I run the install.sh,it tell me to http://example.com/horde/setup.php3,
but this page reports

"Please go to the top level directory for your installation and run "sh
./install.sh"; this will enable the configuration manager." ,I try again
and again but allways fail.
