IMP 2.3 uses Turba for all of its contact management stuff.

In theory, someone could write a slimmer addressbook replacement
that integrates into the Horde registry (which is how IMP finds
its addressbook application), but that just seems like
unnecessary work to me.

Yep, you'll need to use turba for this.  Make sure to set turba to use a
local SQL source by adding this to turbas config/sources.php:
