from and fullname hooks

While I rewrote the identity stuff I found some ambiguity in the current code 
about when the hook functions for from and fullname prefs are called.

It made the most sense to me to call them first so that they have precedence 
about all other sources (prefs, input fields, select fields). Am I right?
