[imp] Language setting is ignored

Strange.  I just upgraded my Mozilla on Windows to 0.9.5 and it sends
out this HTTP_ACCEPT_LANGUAGE header:

de-de, de-at;q=0.87, de-ch;q=0.75, de;q=0.62, en-us;q=0.50,
en-gb;q=0.37, en-au;q=0.25, en;q=0.12

Well, as you may notice, that's EXACTLY the same, however, for some
reason IMP/Horde is in German right away?!  And that's with the same
IMP/Horde version as I had when I wrote the original message and I did
not apply the patches to lib/Lang.php that I send here.

Any idea about why that happens?
