[imp] Message-Display ignores MIME charset

Perhaps I have a fix for this. It's only a few lines of code and seems to 
work, so far I have tested.

When we decide to display a message inline or not we can check for the 
charset too. If it differs the charset we use for the ui and is not us-
ascii we don't show it inline but provide a link to the text mime viewer. I 
added a few lines to MIME_Part, view.php and the text viewer so that it 
returns the correct charset if one is set.
