can't send email through IMP

I've got an IMP installation that's mostly working, can read fine but
can't send.  I'm pretty sure I see the problem in my log but don't know
how to solve it:

Anyway, www is the user the HTTPD runs as, it seems pretty clear to me
it's creating a temporary file where it's not allowed, but I don't know
where that really is or where to change it.
