do i just cut and paste using the format listed listed in imp/docs/INSTALL 
editing mime_drivers.php which is the only one i have in the config 
directory.... so for example $default->gpg_conf_dir ='/pathtohome/...etc.etc.

There is no mime.php anymore; it is split into mime_drivers.php and 
mime_mapping.php. You probably want mime_drivers.
