Hello Jim,

The INSTALL file that's included in the RC3 release of horde/imp is somewhat 
outdated, as it's for setting up the stable version of horde/imp. 

You should copy the blah.php.dist files to blah.php files. If you edit each 
individual file, you'll find extensive comments in them (files like horde.php, 
conf.php, etc.) for your various configuration options (choice of databases, 
session backends, etc.)

If there's a specific error message you're getting, I'd suggest checking out 
the mailing list archives:
