[imp] IMP sends out message in character set it doesn't understand?

The Accept-Charset header that your browsers sends to imp is utf-8 but the
Content-Type that is used to display your imp translation has a different
charset. This is where the diffenence come from.
Hm, this causes some questions to me: What does browsers do if they get a
page in a charset that is not in the accept-charset header? IE displays the
page in this charset if it is installed and tries to download it if not.
But what about other browsers?
Should we rather use the charset that we use to display the pages instead
of the one that browser sends?
Or should we check the whole accept-charset header if we find a charset the
matches the translations one and use this or fall back to the old behaviour
if we don't find it?
