Unable create new folder

Hi all:
Recently ,i choose "Traditional Chinese" as Default
Lang in options,and in folders when i pull down menu
items and select "Create Folder" the popup windows did
not appear to ask me what is the folder name ,why ?

There's probably a javascript error. Can you tell what it says?
