The version i use is 0.10.40. Apache is actually 1.3.22 and PHP is 4.1.0RC2.
Works normally quite nice. It seems, that some of my problems came from the
locales, however on the console it ignores LANG. LC_MESSAGES however is
taken.

Great. 
What system do you have? Did you also try to set the LANGUAGE variable 
instead of LANG? This is necessary on some systems.
