My lang does'nt really exist

i have set a default lang to english and
when i choose the other lang from login form, there is no effect with the login 
form, it still remind with default lang (english). 

i think i have missed setting with horde or imp but where ? i check it again 
and again but i cannt find out where is something wrong...

please help me ... give me clue...
