i have no folder management with pop3 server, why ?

now the other problem is ... 
i just have pop3 server now with qmail and vpopmail, with pop3 and smtp auth 
too, and my webmail uses horde+imp+turba-mysql, 

i fell not satisfy, b'coz i have not yet folder management now, am i missed 
setting again ? but where ? give me clue

and once more, if i want set server list free filled by user on login form, 
what should i do in scripts ?
