You should NEVER only update one applcation or even only one file. If you

This is definitely a configuration problem and not an IMP bug. Perhaps your
ISP should join the imp list!? :-)

For HEAD. For RELENG_*, you should be able to update individual applications -
but updating only a single file is still never guaranteed to work.
