prefs show when locked

Hello,

I have sections in my preferences that show up even tho all the 
preferences in that section are locked.

For example, I locked all the addressbooks preferences but 
"Addressbooks" still shows up in Options.

Some of the sections do the right thing and not show up if there are no 
unlocked preferences in their section.

Any ideas?
