I'm maintaining (but did not create) a horde module to do that.  But it depends
on you having a working poppassd server already running.

If you have a poppassd server that lets you change vpopmail-based user
passwords, then the module I maintain should work for you.  If you don't
have a working poppassd server for vpopmail, then it won't.
