how does SORTARRIVAL work?

i am using imp 3.0, and trying to view messages in the
same order that they exist in the mbox mail spool.  in
prefs.php the value of the $_prefs['sortby'] is set to
SORTARRIVAL by default.

from the definitions, it appears that this sort means
the order in which messages exist in the mailbox.  but
this is not the case, it sorts by date anyway.  does
SORTARRIVAL not really mean to leave the messages in
the order they exist, or is there another
configuration setting that i am missing?
