Info on Imp3 configuration

Hi, I'm a new user for horde, and I'm configuring IMP 3.0 for my office,
but I've some problems/question:

1. is it possible to remove language selection from login window?
2. how users can set/store personal settings?
3. is it possible to change data and time format in the display window?
