Maybe, but why this problem exists only with this user???
All other user login in into the same site, with safe mode on too and no
problem.
I think at the connection IMP does the same procedure for all user, so
set the same environments variable for all.

No, not why this happens only with some login names. But the error
message 
is pretty clear. You're running PHP in safe mode and you didn't allow to

set the timezone environment variable in safe mode. If you change this
the 
error will hopefully go away.
