[imp] Configuration files not readable - alwaye get message in notconfigured.inc - why?

I do have php files... I copied/renamed the dist files.... and then edited
the .php files for the correct settings....

I am new to Linux, so how would I check the ownership, and know what user to
select?  And change it if necessary?
