Newest RELENG_3 requires newer php

Just two notes:

1) The latest RELENG_3 is very nice.  Downloaded it last night.
Seems to work well.  Love the improvements.

2) The latest RELENG_3 requires at least php 4.1.  This isn't such a
big deal now due to a lot of people upgrading after the security
issues a few weeks back.  But a lot of us (me included) still run 
php 4.0.6 (et al) with the security patch applied, and the RELENG_3 
won't run with that.  (I tired 4.1.2, and it breaks a lot of my 
scripts, so I've stuck with 4.0.6 with security patches).

I think that since the new release will require php 4.1, when released
this needs to be made very clear.  Otherwise the list will be flooded
with unhappy upgraders who are running older php versions...

I'm not complaining, just letting the list know that the latest RELENG_3
changes the base requirements, and hence the next version will also,
so be prepared!
