HOWTO configure IMP-3.1RC1

Hello all,

I hope your had a blessed Easter.

I was looking at imp-3.1/docs/CHANGES but I did not see any mention
on howto configure imp after the setup.php "was removed" (because
I did not see it in the tarball).

Is there a web interface to configuring imp these days?
