[imp] changing global options

Jan,

I get from what you said that if you lock the preference, it cannot be
overridden.  This would jive with the fact that you wouldn't be able to make
any selections for that preference....But this introduces a question:

If there is an already existing preference in the MySQL database and THEN
you lock it...which preference takes precedence?  (Try saying that three
times fast!)
