If you are not using any storage container, then that would explain why 
the last login is always wrong (not saved), why
your language is wrong (using the browser default), and why you get
maintenance each time (can't save last login date).

Try reading the faq again in about an hour, and try what it says then.
The old answer was identified for IMP 3.0, but was really for IMP 3.1
instead.  I've fixed that and added and answer that should work for 
IMP 3.0 also.

That is because you have no preferences container.  If you did, then
you wouldn't see it everytime you login.

This will be overridden by the browser value.

because there is no data storage container to store the last login time
